Deprecate phpdoc (version to decide) #294

Given that moodle-local_moodlecheck (phpdoc command) is being migrated to become part of moodle-cs.

We are going to need to deprecate the command:

  1. When the migration is complete.
  2. Keeping it deprecated until next major release (when it will be removed).

Depending of the times, so no decided yet, that can be:

  1. Deprecate in v4 and remove in v5.
  2. Deprecate in v5 and remove in v6.

Let's see. Just creating this issue to have it tracked.
