moodle.org/plugins/filter_embedquestion isn't the newest version

Note that because the version number hasn't bumped in https://moodle.org/plugins/filter_embedquestion no notification of a new version came through.
This created an issue on my side when testing https://github.com/moodleou/moodle-tiny_embedquestion.

I know this. And the issue is some recent chagnes added extre dependencies between plugins, which I need to resolve.
