Create a common cache decorator along the lines of what #339 uses. @dz0ny this is mainly just a reminder so we don't forget to add this as I expect we will want to use this for #370 among other things.

As a part of this, we have to decide what parts of the mopidy package are considered stable APIs that can be used by related packages.
