Selection of desire encoding ( choosing language, bit rate , etc )

Desire"d" encoding ?
Unclear what it would request: Are we going to trigger different encoding or is it a static list ? I believe that according to the previous list, that's the prior option. Then this should be about negotiating encoding.

The exemple also mixes media properties (language) and encoding properties (bitrate)
