If user using this repo from fork that can't use comments with Utterances.
there are no issue tabs :(

I've had the same issue. Issues tab does not pop up from the beginning when we fork.

At first, I solved it by creating another repository for Utterances comments and putting that repository in utterances.config.repo. -> It works.

I looked it up and found a way to create the issues tab in a repository that was forked. Please refer to the following link.

I checked the second way and it also works!
