Tangerine 1.0.3 access violation exception

Tangerine 1.0.3 causes instant crash at startup for me even without any mods. Version 1.0.1 works and loads mods (thus I assume my pre-requisites are installed correctly).

I tried all the usual things: unblocked dlls, launched as administrator, etc, nothing helped.
