Convergence should retry with a different notary if a connection to a bounce notary fails #107

Currently, if a connection to the bounce notary fails, the entire chain breaks (see: http://imgur.com/lckPq )

Convergence should try to connect to a different notary to use as the bounce notary instead. (see: http://imgur.com/WXsjX )

In my case, thoughtcrime.org is blocked by my company on the Websense-grounds of 'Hacking'. Going out through a different notary that isn't blocked works around this issue.

Is the tech model railroad club blocked too? Hacking is a broad term.

More importantly, do you know how are they blocking it, HTTP Proxy, DNS, application firewall...?

@ewanm89, I know the blocking is being done by Websense, but I don't know at what level. Do you have any suggestions on how to test for this?
