Currently this system requires people to set up a notary and report themselves as available for use.

This system will never gain traction due to network effects as people will stop providing the service when nobody uses it.

What you need to have occur is that nodes start to report back when they come online so that they can be added to an index. As their availability improves they should move up the list until it reaches 100%. If a node disappears then it should drop off very quickly <1 day downtime.

A related feature would be a gossip style of new nodes being added to the system. Akin to http://www.serfdom.io/docs/internals/gossip.html

Agreed. Ideally the nodes will rate each other so if a node goes rogue, it will be well-known after a short while.
