We should make the bugzilla url this plugin uses a user-defined setting, so others can use it on other bugzilla instances.

Welp, I'm gonna back this out and implement it a bit differently. It makes no sense to make an admin implement the whole of https://bugzilla.mozilla.org/show_bug.cgi?id=, when I'm going to want to refer to the base (https://bugzilla.mozilla.org/) when implementing things like #4
