[Bug]: Tab Save to Collection issue

Steps to reproduce

1. Open 10 tabs in Firefox Android
2. Now select the tabs
3. Save to collection only 2-3 tabs name it list 1 ( wait for the saves prompt)
4. Now open your saved list and select 3 dotted option to find ' open tabs'
5. Select open tab your 2-3 tabs which you saved will open
   Next step is where the bug is
6. Now delete all the tabs in your tab,*** not your save to collection list***
7. Now again go to your collection named list 1 and open open tabs form the 3 dotted option
8. Your 2-3 tabs you saved will open but when you will again go to list 1 and select open tabs it will bring all the tabs which you deleted in your tabs not not your list 1 , and if you will repeat this process again and again it will bring back all the tabs you ever created irrespective of the list 1 even if you delete browsing history it will bring back all the tabs when you select option open tab.

Please fix this problem, the solution which i recommend is

1. Collection of tabs should be separate form other browsing activity it should be like a copy which I can curate accordingly.
2. Collection list should not delete even after clearing the browsing history only by manually delete the collection list does so.
3. Give is the option of select all option for selecting tabs its very hard to select tabs one by one and then group them into my collection

Expected behaviour

Tabs saved to " save to collection" bring back the tabs which you didn't save when you open tabs again and again in save to collection, see the images in order

4. After this if you again select "open tabs" it will bring back the tabs which you didn't save or even delete form the tab menu , it bring back tabs even if you delete the history, see images
   
   
   You can see the tab number is changing from 2 to now 6 it doesn't stop it makin tabs, feels like firefox is Saving our tabs even if we delete the history or tabs, I doubt the privacy of firefox now.

The issue is also reproducible on: Firefox 102.1.1 with One Plus 9 Pro (Android 12).
