[Bug] Fenix jumps up while scrolling

Expected behavior

Continuous scroll down

Actual behavior

From time to time it jumps up

I was able to reproduce the jumping on twitter on Samsung Galaxy Tab S3 (Android 8), on the 12/09 Nightly build.

It works fine in Fennec

When you open the answer given to comments while using Twitter, the page goes to the top

I see this all of the time in a Twitter PWA on a Pixel 2. Glad there was a bug filed already. :)

I have this issue on regular Firefox on desktop when I reach my reply on a post.
