focus:about and focus:rights (and in the future focus:debug) are generated with WebView with loadDataWithBaseUri.

There is an open Bugzilla issue to add this method to GeckoView, I found a workaround for now so that these pages work in GeckoView but it's a little messy. Consider cleaning this up if/when this method is resolved.
