Replace Wintun+WireguardGo with WireguardNT

WireguardNT is the default option on the official Wireguard app. We’re using “old” tech that we need to replace.

The Following Steps need to be done:
> Let cmake download wireguardnt, bundle it into the msi.

→ Rip out tunnel.dll and handlers
>Extend InterfaceConfig so it can cast into a WireguardNT conf on windows. (This needs tests!)
-> Rewrite WireguardUtils switching from UAPI to Wireguard NT
