Steps to reproduce

Open new tab
Type something into the address bar
Scroll

Expected behavior

URL bar is still visible

Actual behavior

URL bar hides away like when on a page

Device information

Android device: Google Pixel 3
Reference Browser version: 1.0 Build 10241205
