Steps to reproduce

Make sure to have a few websites in history.
Type a letter in the search bar to see a list of suggested websites.
Verify the search engine suggestions at the top.

Expected behavior

Search engine suggestions should always be visible at the top.

Actual behavior

You need to scroll up to see the search suggestions.

Device information

Android device: Nexus 5 (Android 6)
Reference Browser version:1.0.1912, build: 3/18
