This will require Glean.js to be available and to have support for encrypted pings.

This is currently blocked on this bug which I'm dealing with.

Update: while the bug is still open, the immediate fix was merged.

Additional work is happening to enable this in mozilla/glean.js#105 .

Unfortunately, it turns out #416 is a blocker for using the metrics. I'm taking that.
