The default locale can be changed without a summary #1889

Submit an addon (dummy) with name and summary in manifest.json -> the default locale is considered en-US
Go to Edit Product Page and change the locale on the right top -> Deutsch for example and save
Click on Edit from Describe Add-on section and Save Changes (don't add or delete anything, observe that the summary is empty)
Go to Additional Details and select Deutsch as defaul locale and Save Changes

Expected result:
It should throw an error because the summary is missing
The summary should be visible (the default summary from en-US at least)

Actual result:
Changes are saved without any content for summary -> which is a mandatory field
