Dev: Account Manager password section not working right for IE8.

on IE 8.0/WinXP, the hide/unhide of the password section in the account mgmt section does not work (old/new password fields are shown by default and can't be hidden).

This appears to be an IE8 rendering bug in the new password update UI:
