Automatically set steps-wanted for bugs with no STR #222

Instead of having triagers manually ask for STRs for bugs with no clear STRs, we could build a classifier to do this automatically.
It should also set Has STR to no.

Other than setting "steps-wanted", it would also add a comment asking the reporter.
