Can't attend if event started in the past #776

Users can't attend an event if the event has already started, even if it's still ongoing. For example, this event initially started from the 4th of July until the 25th, but people can't attend. Only after I changed the start date to July 18th, people can attend the event.

I'm pretty sure this has been reported in the past, but I can't find an open bug so I filed another report.

Issue #729 has been closed in the past.

I knew we had something already. Since the bug is still there, I'll leave this one open until a maintainer decides what to do with this one.
