Enable non-devs to edit and push changes right to last minute

There are some notes in the etherpad lines 130-140 outlining challenges and possible solutions. @mmmavis, some of these ideas have been strikethroughed on the pad, so I'll let you define the best solution(s) for allowing non-devs to push changes to the last minute.
#34 is higher priority than this ticket (although both are defined as MVP)
