Parts of Pontoon web application are slow, especially when performing DB operations. That includes the translation workspace and the dashboards. We should make Pontoon snappier.

Note that this issue is specifically about the performance of the web app. It doesn't for example cover sync optimizations, which are tracked elsewhere.
