Create in-line carousel component

Please describe the use case(s) for this component

We'd like to create an in-line carousel component that can act as an interactive block on the page to display non-essential information, like text such as quotes, and for other promotional purposes.

This component also replaces the initial idea of having a modal carousel: #856

What does the component do? In what contexts is it used. Be as specific as possible.

The component acts as an interactive slideshow. The user will be able to click to go left or right to see the next/previous items in the carousel.
Some context it can be used for:

• Quotes section
• Product listing
• Promotional information
