Per the v1 spec, the Developer Toolbar should have the following commands to control the simulator process:

firefoxos on
firefoxos off
firefoxos restart

Just a language nit-pick (sorry, I love those details of UX): on/off sounds very un-app'y. launch/stop or start/stop come to my mind first. cc @dangoor

On the same note on would kill the current process if running or focus the window?

@digitarald start/stop sounds good to me. I think that "firefoxos start" just focusing the window if it's already running seems like reasonably expected behavior. I don't feel strongly about that, though, if there's a good reason to restart b2gdesktop instead.
