Support rsp files on windows/msvc #1082

Due to command line length restrictions in windows, compiling any remotely serious project on windows without .rsp(@) files is impossible, thus making it impossible to use sccache.

I found at least 2 attempts to fix that in PRs(#192, #378) but looks like the problem itself still persists.
