Localization dashboard is not highlighting articles that need to be reviewed and updated

To Reproduce
Steps to reproduce the behavior:

1. Go to https://support.mozilla.org/ro/localization

Expected behavior
Articles needing to be updated or reviewed appear on top of the list.

Actual behavior
The article list doesn't give priority to articles that need to be updated and/or reviewed.

I can confirm that the articles which require updates and reviews are successfully highlighted inside the localization dashboard.

During the verification of this issue I've noticed that there is no visible "state" text for articles which don't require updates, translations or reviews. Filled under #1567

I'm moving this ticket inside the "Release" column.
