What is the current behavior?

Options for all commands are configured in one place.

What is the expected or desired behavior?

It would be nice to move command option configuration to each respective command module. For example, declare web-ext build options in build.js instead of in program.js. This would make it easier to focus on all things related to a specific command when you need to.
