A resolution was made for csswg-drafts/#4393.

[css-scroll-anchoring] [css-scroll-snap] What's the optimal viewing rect on the root scroller?

  • RESOLVED: Use visual viewport for snapping and layout viewport for scroll-padding percentages.

Discussion.
