Update instructions for editing test websites #13

Please replace the 4 bullet points of Item #7 of http://ccadb.org/cas/updates#instructions with the following bullet point.

Click on the 'Edit Test Websites' button, update the URLs to the 3 test websites for each root certificate, and click on 'Apply Changes'.
