Adds user selectable values for foveated rendering in the chrome and WebVR scenes

- Option to change value added to the developer
  settings UI.
- Default with a value of 2 (0 = none, 3 = max).

PR updated to hide the WebVR foveated setting (until we have real foveating support in WebGL FBO/shaders)
