put all header styling and footer styling in the same place and eliminate theme options if they are being overwritten #96

#86 resolved the styling for now but still left some styling settings in the neve theme options that are being overwritten in CSS. There's this outstanding support topic I opened since I couldn't target the mobile menu styling differently from the desktop menu styling in the theme options. One solution would be to do all the styling in the theme options and not overwrite it in CSS.

Another solution would be to build all the navigation into the theme and remove the theme option.

Goal is to not have settings in one place that are being overwritten in another place

Theme options could be disabled using these lines in wp-config.php
