I see a lot of _tcsdup and malloc function calls, but without free, and it will lead to memory leaks.

Well yes, technically they are leaks. But when the process is closed, any allocated memory is freed anyway. So for command line tool wrappers like these, I've (so far) chosen to not care about cleaning up to keep the code simpler, as it has no practical impact on those tools.
