local.php syntax? #2

Hi,
I am trying to get this running on 4.4.3 however I am not sure about the syntax in the local.php file.
This is what I have done:

Would this be correct ?

I have made a limit for 1 contact, tried to add other contacts and it is not limiting anything.

It seems that the plugin is installed correctly and I see it in the plugins page
