Steps to reproduce 🕹

Steps:

1. Use a tooltip
2. Create a custom component to show body / title of tooltip
3. Provide an anchor tag inside this component

Current behavior 😯

On using keyboard since absolute div, tooltip content does not get focus and focus remains on the trigger.

Expected behavior 🤔

https://material.io/components/tooltips/web#api provides for a rich interactive tooltip, how mui component can be used to follow the same.
