You also have to think if you want all this "implementations" here. I think the GitHub organization should be here in the first place to describe the multiformats and therefore should only contain the multi*, cid, unsigned-varint and website repositories. All the libraries to implement multiformats in some codebase should then be removed here OR they could be moved to another organization, lets call it multilibraries for now.
Also, I could not create issues on https://github.com/multiformats/specs. I saw there were some drafts to make the project into RFCs. That would be cool. However, the specs only contained the code tables. Seems to be like a bad spec. I would suggest to write RFCs where the specific multiformat is described (with additionally some basic codes defined). The tables could be hosted by IANA to list all the codes, like https://www.iana.org/assignments/dns-parameters/dns-parameters.xhtml.
