Is your feature request related to a problem? Please describe.

Because almost noone plays mta on version before 1.3.0, why not remove compatibility with these versions?
multitheftauto/mtasa-blue/Server/mods/deathmatch/logic/CResourceChecker.Data.h - here you can see potential functions that can be removed, warnings removed/replaced with errors
