After the update, the local server and map editor stopped working #3290

@Dutchman101 @botder As you can see in the screenshot, the local server still does not start. Maybe it has something to do with it, but after clicking "host game", the fields with name and number of players are empty (filling them in does nothing and the server still does not start) |
@FileEX Maybe you got isolated problem in your files, or bad local.conf, reinstall MTA (or delete "server" folder and run installer with default server components selected) then try again. |

Describe the bug
When you try to start the local server or map editor from the MTA menu, you get an "Error loading mod" error. It only works through MTA Server.exe, but why did it stop working in the menu?
I don't know which update exactly broke it, but on version 22345 everything still worked. Today, people reported problems to me and I updated MTA to the latest version and indeed this problem occurs for many people, including me.
