Describe the bug
Effects from vehicle wheels, water cannons, fire extinguishers, causing lag.
effect don't lag if they are far from camera

To Reproduce
Steps to reproduce the behavior:

  1. Enter vehicle
  2. focus camera as close as you can to rear wheel axis
  3. start rotate wheels in place to force creating a lot of particles
  4. you got fps drop even you set lowest fx quality

Expected behavior
Particles shouldn't lag.
or fx quality option should decress amount of created particles
or add function to disable selected effect

Many players with Toaster PCs complain because "Rain" weather is laggy thanks to the particle effects appearing, somehow i doubt that it is possible to fix because this is a GTA engine failure (isnt it?).
It is especially bad when flying a plane that is smoking because of damage.

This is indeed a GTA issue, not MTA specific, but perhaps we can fix it.
