This should be the "main" controller corresponding to normal play.

This controls PlayerModels and RegionMaps in Sandbox play mode, the normal primary game mode.

Since we may be moving development into Unity earlier than expected, we may not be developing controllers in the Class Library after all. This question needs to be answered before development of this feature begins.

On the other hand, this class would be responsible for enforcing game rules, which argues for its inclusion in the class library....
