Introduction to Developing Skills: little or no information about the regex directory and associated methods

I've seen some skills such as ping-skill that have an optional regex subdirectory with tokenized regular expression specification files. I've seen elsewhere a mention of Adapt intent parser's support for this, but it is sparse and not clear. This could use quite a bit of explanation.
