Point of concern

The testing and building workflow is full of tech debt. If I'm going to make sweeping changes to MyPaint, I need these to work the best they can.

Additionally, there should be a explicit 'list' of things confirm as working/not-working prior to merging into a development branch, or merging into master.

Realistically there will be two passes of this issue: One before #1216, and one after. #1216 will be completed first.
