For reference, OP refers to tutorials shipped with Inkscape as SVG documents and accessible through Help → Tutorials menu. They are also available online https://inkscape.org/learn/tutorials/

They are actually pretty neat, learned some new stuff.

Looks like they distribute them as SVG files. The source are DocBook files from which both the SVGs for Inkscape and HTMLs for the website are generated. The toolchain also supports translations.

There's also Cambalache which is made for making GTK interfaces. It also has a nifty tutorial built into the interface.
