A complaint on Twitter https://twitter.com/smithsam/status/1052975920234020864 as a search for 'cowley road' returns 5 "Cowley Road" responses. The response does include Oxford/Cambridge/Uxbridge in the locality but that's not included in the default formatted output so we'd have to choose to include it manually.

Even then, three of the responses are for the same Cowley Road in Oxford, so you'd still have 3 Cowley Road Oxford results. On the other hand, though, OSM for this request returns 5 Oxford Cowley Roads, 3 Hillingdon, two Redbridge. Cambridge doesn't appear for pages. Fundamentally, it's hard to do much with a search without any context like that.
