This should be data to say what direction a party voted on for individual votes and policies so we can compare how an MP voted to the rest of their party. This is not about the official stance of the party, rather a way to show how they actually voted.

See #576 for some thoughts on this, and also stancer for the code. We may use stancer to to do this.
