• Look at expected epoch in which a customer is dispatched (Link)
• Adaptive threshold (lower/higher at each epoch) (Link)

I'm still very interested in doing this based on the expected epoch, but I'm hesitant to change much now while #108's unmerged. Maybe later in the week.
