by the way skype also doesn't run in the background

That isn't the latest version. The latest beta is on repo http://n00neimp0rtant.com/repo

Also individual betas can be found on the main issues page. this way you can go back and forth if you run into a version that breaks something. Also V38 is starting to get into RC status so it will be getting onto the main modmyi repo pretty soon.

skype still not ringing when outside of app. Incoming calls ring when in it but as soon as skype in the background no incoming sound

Skype doesn't disable those features when jailbroken. All they do is present a warning that it may not work as expected on a jailbroken device. to me it sounds like skype is not going into background mode or you have an option disabled.

where can it be disabled? how to enable? skype app is showing up on app switch list and if call was missed it pops up first thing when skype is reopen

You'll have to look on the skype forums for those kinds of questions. If skype was really an issue trust me I would have heard about it by now. And when I reversed their code all they do is popup a warning.

Now to the issue you reported did the latest beta correct that app?

One final thought on the skype thing, you may have the skype notifications turned off in iOSes settings > notifications
