Exiting member todos -- does not remind if not prescheduled #190

A member whose end date is set to today does not activate the "Remove Picture" todo (recently with R.H., J.F., and R.K.). These exiting members did not have other services (mail, key, etc), but those tasks might not show up on todo either.
