Nano node rebroadcasts historical votes while bootstrapping #4441

There is a report that a bootstrapping PR rebroadcasts historical nano votes while bootstrapping.
We should fix the node to not rebroadcast those votes.

It seems this was discovered a while ago and there is a very old open PR to address this in a simplistic manner which has never been merged. #2416
