Create two versions of the template: one for NGAP, one for non-NGAP

If it's useful, provide two versions of the template for the template, one for NGAP users and one for those deploying to a non-NGAP account. The NGAP version may take advantage of NGAP features like looking up the VPC, Subnets, etc. The non-NGAP version may include a basic VPC config and other things that might provide a simple "base" for a Cumulus deployment.
