new tool: YAML query script to grab up-to-date dependencies out of .github/workflows #1317

Need a YAML script to grab our latest apt-get, dnf, and brew dependency lists from our GitHub Actions scripts based on OS/distro/version.

This will aid in keeping our install instructions up to date as well as dockerfiles, lab computers, etc.

This issue can be closed when the tool is implemented or the proposal is moved to developer notes (not sure proposals belong here on the issue board anymore)
